A business license and a permit both grant permission, but at different levels. A business license is broad authorization from a city, county, or state to operate a business at all. A permit is narrower approval to do a specific regulated activity, such as a food-service permit, a building permit, or a signage permit. A business often needs both: a general license to exist plus one or more permits for what it actually does. Requirements vary by location and industry, and operating without the right ones can bring fines or a forced shutdown.
